- Background
Colombia Diversa is a human rights organisation that works for the full guarantee of the rights of lesbian, gay, bisexual, transgender and trans people of diverse sexual orientations and gender identities in Colombia.
During the period 2021-2026, the organisation implemented its Institutional Strategic Plan, focusing its actions on advocacy, strategic litigation, community strengthening, knowledge production, cultural transformation and organisational strengthening.
In order to assess the progress made, identify institutional learning and respond to the emerging challenges of the political and social context for the rights of LGBTI people, Colombia Diversa needs to hire a consultancy to conduct a comprehensive evaluation of the Strategic Plan 2021-2026 and to formulate a new Institutional Strategic Plan for the period 2027-2032.
- General objective
Evaluate the implementation, results and lessons learned from Colombia Diversa's Institutional Strategic Plan 2021-2026 and participatively formulate the Institutional Strategic Plan 2027-2032, including its theory of change, general results framework and monitoring and evaluation guidelines.
- Specific objectives
- Analyse the degree of implementation and compliance with the strategic objectives defined in the Strategic Plan 2021-2026.
- Identify achievements, challenges, enablers, lessons learned and opportunities for improvement arising from the implementation of the plan.
- Collect and analyse the perceptions of internal and external actors on the positioning, contributions and challenges of Colombia Diversa.
- Analyse the political, social and institutional context for LGBTI rights in Colombia and its implications for the organisation's strategic action during the period 2027-2032.
- Facilitate a participatory process for the construction of the new Institutional Strategic Plan 2027-2032.
- Design an overall results framework and a monitoring and evaluation proposal to track compliance with the new strategic plan.
- Scope of the consultancy
The consultancy shall carry out at least the following activities:
- Documentary review
- Revision of the Institutional Strategic Plan 2021-2026.
- Review of institutional reports, donor reports, evaluations, monitoring systems, programme documents and other relevant information.
- Identification of evidence on outcomes, institutional changes and contributions to the LGBTI movement.
- Internal stakeholder consultation
- Interviews and/or focus groups with:
- Members of the management team.
- Area coordinations.
- Persons responsible for the implementation of institutional projects and processes.
- Participatory spaces to validate findings and build proposals for the new strategic plan.
- Interviews and/or focus groups with:
- Consultation with external actors
- Interviews with:
- Partner organisations.
- Donors, networks, platforms and strategic actors.
- Consultation with experts or referents from the human rights and LGBTIQ+ rights movement.
- Compilation of perceptions on Colombia Diversa's positioning, contribution and challenges.
- Interviews with:
- Context analysis
- Identification of political, social, legal and institutional trends relevant to LGBTI rights.
- Identification of opportunities, risks and strategic scenarios for the period 2027-2032.
- Strategic formulation
- Facilitation of participatory workshops for the construction of the new plan.
- Building or updating the theory of institutional change.
- Definition of strategic objectives and expected results.
- Design of the overall results framework.
- Elaboration of guidelines for the plan's monitoring and evaluation system.
- Methodology
The consultant should propose a participatory and mixed methodology combining qualitative techniques and documentary review.
The methodology should ensure the participation of:
- Colombia Diversa's Board of Directors and leadership positions.
- Persons responsible for the implementation of projects and programmes.
- Members of the Board of Directors (if deemed relevant by the organisation).
- External actors relevant to the LGBTI movement and human rights.
- Strategic partners, donors and civil society organisations.
The methodological proposal should include mechanisms for collective validation of the assessment findings and the components of the new strategic plan.
- Products and deliverables
Output 1. Work plan and methodological report
It includes a detailed timeline, methodology, data collection instruments and participation strategy.
Output 2. Evaluation report of the Strategic Plan 2021-2026
Document including, as a minimum:
- Implementation analysis.
- Level of progress on strategic objectives.
- Main results and contributions.
- Facilitating factors and obstacles.
- Lessons learned.
- Strategic recommendations for the next institutional cycle.
Output 3. Inputs for institutional communication products
Document with contents, key messages, highlights, stories of change and recommendations for the development of communication products on the achievements of the Strategic Plan 2021-2026.
Output 4. Institutional Strategic Plan Document 2027-2032
The document shall contain, as a minimum:
- Context analysis.
- Theory of institutional change.
- Institutional vision for the period 2027-2032.
- Strategic objectives.
- Expected results.
- Lines of action or strategic products associated with each objective.
- Strategic assumptions and risks.
- Monitoring and evaluation chapter.
- Executive summary to enable socialisation
Output 5. General Results Framework of the Strategic Plan 2027-2032
Matrix containing, as a minimum:
- Strategic objectives.
- Expected results.
- Indicators.
- Available baselines.
- Overall goals.
- Means of verification.
- Frequency of monitoring.
- Institutional decision-makers.
- Duration
The consultancy will have a duration of five (5) months, between July and November 2026.
- Profile required
Individuals, consulting teams or organisations with demonstrable experience in the following areas are eligible to apply:
- Evaluation of institutional programmes, strategies or plans.
- Organisational strategic planning.
- Designing theories of change and results frameworks.
- Monitoring, evaluation and learning.
- Previous work with human rights, equality, sexual and gender diversity, social movements or civil society organisations.
- Knowledge of the international cooperation ecosystem.

The consultancy will be supervised by the Executive Directorate and the Monitoring, Evaluation and Learning Coordination of Colombia Diversa.
- Method of payment
It is proposed to make payments against delivery and approval of products, according to the economic proposal presented by the consultant.

The application must include:
- Technical and financial proposal containing, as a minimum:
- Understanding the objectives and scope of the consultancy.
- Methodological proposal for the development of the evaluation and formulation of the new Strategic Plan.
- Work schedule.
- Detailed budget for the consultancy. - Including taxes.
- Resume, institutional portfolio or equivalent documentation that allows accrediting the experience of the person, consulting team or organisation in evaluation processes, strategic planning, monitoring and evaluation, organisational strengthening or other areas related to the object of the consultancy.
Colombia Diversa may request additional information or conduct interviews with shortlisted individuals or teams during the proposal evaluation process.
The selection will be made on the basis of experience, the technical quality of the methodological proposal, the relevance of the approach proposed and the cost-benefit ratio of the proposal submitted.
