Located at Calle 30, No. #6-22, Office 801, in the city of Bogotá.
1. PURPOSE OF THE CALL FOR APPLICATIONS Select the supplier offering the best technical, financial and warranty terms for the purchase of one (1) existing rack-mounted server, together with the relevant operating system licence, in accordance with the technical specifications set out in this document.
2. MINIMUM TECHNICAL SPECIFICATIONS REQUIRED
The equipment and software offered must be new, straight from the manufacturer, and must strictly meet or exceed the following specifications:

3. SUPPLIER REQUIREMENTS (ELIGIBILITY)
Tenderers must enclose the following documents with their tender:
• Partner Certification: A valid document certifying the bidder as an authorised channel partner of the manufacturer (HPE and Microsoft) in the country.
• Legal Status: Certificate of incorporation and legal representation (issued by the Chamber of Commerce or equivalent) issued no more than 30 days ago.
• Route: Updated for 2026
• Experience: Provide evidence of at least two (2) completed contracts for the sale of hardware with similar specifications within the last three (3) years.
4. CONTENTS OF THE MANDATORY PROPOSAL
Proposals must be submitted in two parts:
- Technical Proposal: Detailed technical specifications of the proposed server, including part numbers for storage components, memory and licences, to verify authenticity and compatibility with HPE.
- Financial Proposal: A formal quotation expressed in Colombian pesos, detailing the unit price, the total amount and statutory taxes (VAT). It must include the validity period of the offer and the warranty period.
5. EVALUATION AND AWARD CRITERIA
The contract will be awarded on a 'Pass/Fail' basis for technical aspects, and the most favourable financial bid will be selected from among those that meet 100% of the requirements:
• Technical Assessment: Verification of strict compliance with the specifications table (Section 2). Tenders that do not meet the required processor, form factor or disk capacity will be rejected.
• Financial Evaluation: The contract will be awarded to the tenderer who, having met the technical requirements, submits the tender that is closest to the budget.
6. DELIVERY TIME AND LOCATION
• Delivery Timeframe: The selected supplier must deliver the equipment and licences within a maximum of five (5) calendar days from the date of signing the contract or issuing the purchase order.
• Delivery Location: The goods will be delivered physically installed in a rack (mounting only; no software configuration) at the organisation’s premises located at: Calle 30 A No. 6-22, Office 801, San Martin Building, Bogotá D.C.
