Position: Grant Financial Manager
Duration: Long-term (1-5 years). Starting October 2024- depends on donor funding.
Location: Bogotá, Colombia, with occasional travel to project sites as determined by the Project Director.
Project Title: Empower LGBTQI+: Strengthening Protections, Inclusion and Rights Across Latin America and the Caribbean (“Empower LGBTQI+), finance by USAID
- Introduction
This position is primarily responsible for developing and tracking activity budgets, conducting grantee eligibility checks and maintaining the grant file for all activities. S/he manages activity documentation, confirms receipt of goods/services, provides quality control and basic compliance, reviews milestones, drafts amendments, and manages implementation timelines. S/he maintains regular communication with the grantee and conducts site visits, ensuring that all deliverables are met.
The Grants Financial Manager will be responsible for the overall management and administration of grants for a USAID-funded project aimed at ensuring justice for LGBTIQ+ individuals. This role includes the financial implementation, and financial monitoring of grants, ensuring compliance with USAID regulations, and supporting project financial goals. The Grants Manager will work closely with the project Chief f Party and the rest of the team, grantees, and other stakeholders to ensure efficient and effective grant management.
- Duties and Responsibilities
The Grants Financial Manager will be responsible for the following tasks:
- Ensure effective liaison between project staff and grant recipients; provide project grant recipients with technical advice and assistance in areas such as financial management, and financial sustainability, procurement requirements and implementation planning.
- Provide weekly updates on grant financial implementation to the rest of the program team.
- Review with the support of the MEL Specialist and project team all grantee deliverables for the final approval by the Chief of Party.
- Edit and control budgets for grant agreements in coordination of the Chief of Party, the Mel Specialist and the rest of the financial and accounting team.
- Track any changes in the financial needs of an activity and modify budgets as necessary using the activity database
- Ensure proper negotiation of the terms and conditions for sub-grants (both cash and in-kind) and review and analyze budget estimates (for cash or in-kind grants) for allocability, reasonableness and consistency.
- Under the direction of the Chief of Party, ensure full compliance with the policies, practices and procedures relating to all aspects of grants discussed in the Activity Manual. This includes specific procedures relating to grant development, grant awards, grant implementation, grant monitoring and evaluation and grant close-outs.
- Ensure the proper preparation and execution of grant documents and grant disbursements consistent and compliant with United States Agency for International Development (USAID) and MSI requirements, procedures and best practices.
- Maintain accurate and timely program and grant documentation in electronic, hard copy and back-up copies, and ensure that completed grants are closed in a timely way according to deadlines.
- Provide day-to-day oversight and supervision for operations, financial management, administration and compliance for the project, ensuring that the most efficient and effective financial control systems and operations processes are in place
- Supervise day-to-day field presence in the areas of operations, administration, logistics, procurement, budgeting, accounting, IT and working closely with the technical team to support efficient coordination and timely implementation of activities
- Manage program accounting, country-level financial reporting including drafting budgets Track and report monthly and quarterly on project financial management and performance
- Ensure compliance with U.S Government regulations, IREX’s corporate policies and host-country laws
- Analyze and streamline processes in the field office, provide training and capacity building to project staff on an ongoing basis on project administration and implementation.
- Key Responsibilities:
- Grant Administration:
- Develop and implement grant management policies and procedures.
- Oversee the entire grant financial lifecycle, including solicitation, selection, negotiation, award, financial monitoring, and closeout.
- Ensure all grants are managed in compliance with USAID regulations and organizational policies.
- Financial Management:
- Prepare and manage grant budgets, ensuring proper allocation and use of funds.
- Monitor grant expenditures and financial reporting, ensuring accuracy and compliance with financial guidelines.
- Work with the finance team to ensure timely disbursement of funds to grantees, and the correct and proper accountability of incomes and expenses of the project grant and subgrantees and subawards.
- Compliance and Reporting:
- Ensure grantees adhere to USAID regulations and project requirements.
- Develop and maintain grant files, ensuring all documentation is complete and up to date, including financial and accounting documentation
- Prepare regular financial reports on grant performance, highlighting key achievements and areas for improvement.
- Capacity Building:
- Provide training and technical assistance to grantees to strengthen their grant management capabilities.
- Conduct workshops and one-on-one sessions to improve grantees’ understanding of USAID requirements.
- Stakeholder Engagement:
- Serve as the primary point of contact for subgrantees, providing guidance and support throughout the grant financial process.
- Coordinate with the project team and other stakeholders to align grant activities with project financial objectives.
- Professional Profile and Requirements:
Minimum Qualifications:
- Education: Bachelor’s degree in finance, Business Administration, accountant, Financial International Development, or a related field. A master’s degree is preferred.
- Experience: Minimum of 7 years of experience in grant financial management, preferably with USAID-funded projects. Experience working with LGBTIQ+ rights projects is highly desirable.
- Technical Skills:
- Strong understanding of USAID regulations and grant financial and accounting management procedures.
- Proficiency in financial management and reporting.
- Excellent organizational and time management skills.
- Communication Skills: Strong written and verbal communication skills in English. Ability to communicate complex financial information to non-financial audiences.
- Interpersonal Skills: Demonstrated ability to work collaboratively with diverse stakeholders, including government agencies, NGOs, and community-based organizations.
- Cultural Sensitivity: Commitment to promoting justice and equality for LGBTIQ+ individuals and understanding of the unique challenges faced by the LGBTIQ+ community.
Other Obligatory Qualifications:
- Experience in capacity building and training.
- Fluent English (spoken and written).
- Deep knowledge of gender equity principles and sensitivity towards the LGBTI population, with proven experience in working in financial human rights contexts and USAID projects in Colombia and in other countries.
- Experience in managing fixed amount and/or milestone-based award, including defining milestones and providing means of verification, as well as managing sub-grant and organizational finances from multiple donors.
- Advanced analytical skills, with experience using financial data analysis software such as Excel or similar.
- Ability to work independently and under pressure, with a high level of responsibility and commitment to meeting goals.
- Previous experience leading and coordinating financial, accounting, administrative and contractual work teams of international cooperation projects.
- Accounting and tax knowledge in Colombia and the United States is a requirement.

- Contract Type: Laboral Contract, with 100% dedication to the project.
- Contract Value: Monthly Salary Between COP $10.000.000 and COP $13.000.000 plus legal social benefits.
