1. PURPOSE OF THE CALL FOR APPLICATIONS<\/strong>\r\nSelect the supplier offering the best technical, financial and warranty terms for the purchase of one (1) existing rack-mounted server, together with the relevant operating system licence, in accordance with the technical specifications set out in this document.<\/pre>\n2. MINIMUM TECHNICAL SPECIFICATIONS REQUIRED<\/strong>
\nThe equipment and software offered must be new, straight from the manufacturer, and must strictly meet or exceed the following specifications:<\/p>\n\n\n

SUPPLIER REQUIREMENTS (ELIGIBILITY)
\n<\/strong>Tenderers must enclose the following documents with their tender:
\n\u2022 Partner Certification: A valid document certifying the bidder as an authorised channel partner of the manufacturer (HPE and Microsoft) in the country.
\n\u2022 Legal Status: Certificate of incorporation and legal representation (issued by the Chamber of Commerce or equivalent) issued no more than 30 days ago.
\n\u2022 Route: Updated for 2026
\n\u2022 Experience: Provide evidence of at least two (2) completed contracts for the sale of hardware with similar specifications within the last three (3) years.<\/p>\n4. CONTENTS OF THE MANDATORY PROPOSAL<\/strong>
\nProposals must be submitted by email to calls@colombiadiversa <\/strong>and divided into two components:<\/p>\n\n
- Technical Proposal: Detailed technical specifications of the proposed server, including part numbers for storage components, memory and licences, to verify authenticity and compatibility with HPE.<\/li>\n
- Financial Proposal: A formal quotation expressed in Colombian pesos, detailing the unit price, the total amount and statutory taxes (VAT). It must include the validity period of the offer and the warranty period.<\/li>\n<\/ol>\n
5. EVALUATION AND AWARD CRITERIA<\/strong>
\nThe contract will be awarded under the following procedure: Complies\/Does not comply<\/strong> in technical terms, and the most favourable financial tender will be selected from amongst those that meet 100% of the requirements:
\n\u2022 Technical Assessment: Verification of strict compliance with the specifications table (Section 2). Tenders that do not meet the required processor, form factor or disk capacity will be rejected.
\n\u2022 Financial Evaluation: The contract will be awarded to the tenderer who, having met the technical requirements, submits the tender that is closest to the budget.<\/p>\n6. DELIVERY TIME AND LOCATION<\/strong>
\n\u2022 Delivery Timeframe: The selected supplier must deliver the equipment and licences within a maximum of five (5) calendar days from the date of signing the contract or issuing the purchase order.
\n\u2022 Delivery Location: The goods will be delivered physically installed in a rack (mounting only; no software configuration) at the organisation\u2019s premises located at: Calle 30 A No. 6-22, Office 801, San Martin Building, Bogot\u00e1 D.C.<\/p>\n7. TIMELINE OF THE PROCESS<\/strong><\/p>\n
