- Aim of the project:
Redesign the website of Colombia Diverse for the purpose of:
- Provide accessible and up-to-date information to the LGBTIQ+ population about their rights.
- Position the organisation's work as a leader in the defence of human rights in Colombia.
- Facilitate audience interaction and promote donations.
- Scope of the project:
The project includes the design, development and delivery of a website containing the following key sections:
- Home:
General information (activities and latest news). Also figures on the organisation's impact. - Publications:
Space to host reports, studies, newsletters and articles. It should be easy to search by category and with the option to display on the page without downloading. - About Colombia Diversa:
a. Who we are (include team and board, mission and vision)
- Job vacancies
- Areas/ Themes (three options):
Description of Colombia Diversa's three areas of work (Peace and transitional justice - Litigation and advocacy - Initiatives. Each area should have its own sub-page with detailed information, which will be divided into news and achievements. - Figures:
Key data and statistics on the rights situation of the LGBTIQ+ population in Colombia, presented in a visual and interactive way (graphs, infographics). - Courses/Training/Education: Space dedicated to online or face-to-face courses. It includes:
- Catalogue of available courses.
- Detailed description of each course (content, objectives, duration, requirements).
- Direct registration for the courses.
- Contact:
Form for enquiries, contact details and location maps.

Key functionalities:
- Donation button: Visibly located on the site, with secure integration to payment platforms (PayU, PayPal, etc.).
- WhatsApp contact button: Direct link to a WhatsApp number with predefined message, visible at all times.
- SEO optimisation: Implement SEO practices to improve page visibility in search engines.
- Accessibility: Comply with web accessibility standards (WCAG 2.1) to ensure that the site is inclusive for all people.
- Responsive Design: The site must be optimised for mobile devices, tablets and computers.
- Multimedia: Ability to integrate video, high quality images and interactive graphics.
- Technical requirements
- Technologies required:
- Preference for a CMS (WordPress or similar) to facilitate content management by the Colombia Diversa team.
- Languages: HTML5, CSS3, JavaScript, PHP or equivalent frameworks.
- Integrations:
- Online payment systems.
- WhatsApp Business API.
- Google Analytics for traffic tracking.
- Design and user experience (UX/UI)
- Visual guidelines:
- Maintain Colombia Diversa's visual identity: logos, colour palette and official typography.
- Modern design, clean and easy to navigate.
- Usability:
- Simplify navigation with clear menus and an efficient search system.
- Ensure fast loading times.
- Content:
- Responsibility of Colombia Diversa:
Provide text, images and materials needed for the sections. - Contractor's liability:
Optimise content for the web, ensuring a consistent visual and written experience.
- Maintenance and support:
- Technical support during 3 months after launch to resolve bugs or make minor adjustments.
- Training for the Colombia Diversa team to update and manage content.
- Timeline and deadlines:
- Estimated duration of the project: 8 weeks.
- Week 1-2: Kick-off meeting, information gathering and delivery of wireframes.
- Week 3-4: Visual design (high fidelity prototype).
- Week 5-6: Development and integration of functionalities.
- Week 7: Tests and adjustments.
- Week 8: Launch and final delivery.

- Intellectual property:
All code, design and content developed will be the property of Colombia Diversa. - Confidentiality:
Confidential handling of all information provided by Colombia Diversa.
- Amount of the consultancy:
The range of the consultancy is between $20,000,000 and 25,000,000 COP.
The above-mentioned amount is not exempt from the application of taxes, withholdings and duties, depending on the tax regime of the consultant. In the case of natural persons, it is possible that the corresponding social security payments may be requested.
- Proposal must include:

A quotation and cost breakdown by phases: design, development, integration, testing and support.

- Selection timetable:
Receipt of proposals: 10 December to 13 January.
Technical and financial evaluation of proposals: : 13 to 15 January.
Pre-selection of proposals: 15 to 17 January.
Interviews with candidates: 20 to 22 January.
Deliberation and selection of the contractor: 22 to 24 January.
