Service to be contracted: Consultancy for the Design of a Monitoring and Evaluation and Learning System for Colombia Diversa Projects.
Description. Colombia Diversa requires the hiring of a person or organisation to design the organisation's monitoring, evaluation and learning system, taking into account the technical guidelines contained in this document.
Activities. Under the supervision of the project monitoring and evaluation coordination, carry out the following activities:
1. Review, analyse and build a diagnosis of the organisation's current monitoring, evaluation and learning practices, taking into account the progress presented by the Monitoring and Evaluation Coordination.
2. To carry out an evaluation of the technological tools that currently exist in Colombia Diversa for the development of monitoring, evaluation and learning activities.
3. Design of a training plan for Colombia Diversa staff, highlighting the importance of project monitoring and evaluation and at the same time strengthening the appropriation of the monitoring system proposed by the consultant, this design should take into account three types of audiences (management level, the monitoring and evaluation process leadership team and the teams of the different areas).
4. Design a methodological framework for the monitoring, evaluation and learning system.
5. Develop a plan for documentation and implementation of the MEL system.
6. Establish a process for identifying a proposed technology solution to support the organisation's monitoring and evaluation system.
7. Develop documents for the orientation of the MEL methodology which should contain at least (i) Monitoring, evaluation and learning system policies.
(ii) culture of the monitoring, evaluation and learning system and internal campaign.
(iii) objectives, principles, organisational theory of change for the organisational MEL system. (iv) procedure and tools for the identification of target population.
(v). Procedure and tools for the identification of the target population.
(vi) results framework organisations.
(vii) strategic organisational indicators.
(viii)map of organisational indicators.
(ix) learning plans and mechanisms organisation, evaluation organisation and data security and quality.
(x) roles and responsibilities.
(xi) communication plan and mechanisms.
(xii)decision-making mechanisms.
(xiii)reporting and reporting structure.
8. Design a monitoring, evaluation and learning system policy.
9. Develop an implementation plan for the pilot of the monitoring, evaluation and learning system.
10. Design and implement an internal campaign for the promotion and appropriation of the MEL system.
Type of contract and term: contract for the provision of services, starting on or about 25 September 2023.
Value. The Contract shall have a value of approximately $100,000,000, the form of payment of which shall be subject to negotiation at the time of contract.
Requirements. To be eligible for this consultancy you must:
1. Present a work proposal in which the activities described above are included.
2. Summary of the profile and experience that the organisation/person has in designing monitoring and evaluation systems.

Selection Process.

Reception of applications. From 06 September to 25 September.
Evaluation. The Evaluation Committee will pre-qualify the work proposals and assess the profiles and experiences of the organisations.
Deliberation and Selection. The Committee will make a decision on the basis of the information submitted and may request meetings to further investigate the proposal submitted.
Acceptance. The Administrative Area of Colombia Diversa will be contacted to request additional documents and prepare the contract.
