TOR: Recruitment of financial monitoring assistant

Position. Professional Assistant in Documentary Management of Monitoring Processes.

Description. Colombia Diversa requires a Professional Assistant in Document Management of monitoring process.

Activities. Under the supervision of the Project Monitoring and Evaluation Coordination and the Administrative and Financial Coordination of Colombia Diversa:
1. Carry out the technical-financial monitoring of the monthly budget execution of the projects of Colombia Diversa's programme areas in accordance with the contractual commitments with donors/financiers and Colombia Diversa's internal rules.
2. Maintain permanent communication with the area coordinations and the coordination of planning, monitoring and evaluation in order to:
a. Contribute with a pedagogical approach to the timely implementation of the resources of each of the projects.
b. Provide an overview to each area on the best strategies for efficient and reasonable financial execution within the timeframe and conditions set out in the internal rules of the entity and the contractual conditions with donors/financiers.
c. Facilitate communication between the administrative and financial team and the programme team on budget matters.
d. Issue the necessary recommendations and alerts to strengthen the timely execution of resources according to the organisation's internal rules and commitments with donors/financiers, and compliance with financial execution procedures and schedules.
e. Design financial monitoring tools, in accordance with project budgets, accounting, budgetary and administrative procedures of the organisation.

3. Support the technical and financial formulation of budgets and operational plans for the submission of funding proposals to donors and the collection of administrative-financial and technical documents (annexes) for the submission of calls for proposals when required.

4. Support the submission of financial and narrative reports internally and externally as required, in accordance with reporting deadlines as stipulated in the contracts/agreements.

5. Know and promote compliance with the rules and procedures contained in contracts with donors or funders and Colombia Diversa's internal rules and strategic planning.

6. Respond to requests related to the object of their contract, made by the Monitoring and Evaluation Coordination, administrative and financial management and team members.

7. Any other duties assigned by the management and staff responsible for the implementation of the operational plan of the Project.
Type of contract and term: service contract, starting on or about 1 October 2023.
Value. The Contract will have a value of approximately $4,500,000 pesos per month.
Requirements. To be eligible for the position, the person must meet and prove the following requirements:
a. Education. Professional in finance, administration or related fields. Postgraduate studies in management or project management will be especially valued.
b. General Experience. 2 years of professional experience.
c. Specific Experience I. 1 years of experience in financial monitoring, project formulation and/or implementation.
d. Specific Experience II. 1 years of experience related to project coordination.
e. Languages: native Spanish. Intermediate or advanced written English.
f. Knowledge: The person is expected to have knowledge in:
o Financial monitoring of development cooperation projects.
o Project cycle and planning, monitoring, evaluation and learning.
o Results approach, indicators, logical framework and results matrix.
o Design and use of tracking tools in Excel and other software to facilitate articulated financial and programme management.
o Knowledge of human rights, agendas and the situation of LGBTI+ people in Colombia would be an asset. o Previous experience in non-profit organisations in Colombia would be an asset.

Evaluation. The Evaluation Committee will pre-qualify the resumes, establishing those that meet the minimum requirements. Subsequently, it will proceed to evaluate and assign a score to them based on the following criteria:
(a) Experience (12 points).
b) Academic qualifications (including postgraduate studies and languages) (4 points).
(c) Previous experience (4 points)

From this evaluation, the Committee will select the 5 resumes with the highest scores for interview.
Interviews. Each interview will last approximately 20 minutes. The Committee will assign a score of up to 20 points for the interview. The following aspects will be assessed:
(a) Knowledge related to the position (5 points)
b) Solutions to day-to-day problems of the position to be filled (5 points)
c) Characteristics of previous experience and studies (5 points).
(d) Any other aspects on which the Committee decides to inquire (5 points).
