Second call for proposals - Competitive funds for the promotion of artivism

1. Background:

Hivos was founded in 1968, inspired by humanist values. Our founders were convinced that development work should be secular, because true cooperation presupposes respect for different beliefs. In our first brochure, our founders wrote that "the necessary changes must come from the communities themselves, from the people at the base of society". These convictions are still reflected in our work.

We believe that human life, in its many forms, is precious and that people are full of potential. Living in freedom and dignity, with respect for others and for the planet, leads to greater individual well-being and more just and vibrant societies.

We believe in open societies, where freedom and diversity are appreciated individually and collectively. A society that welcomes diversity and offers equal opportunities for all.

FORWARD WITH DIVERSITY PROJECT II
The project Adelante con la Diversidad II: Social, political and legal forces for the effective protection of the rights of LGBTI people and their defenders in the Andean Region, has the general objective of guaranteeing comprehensive security, access to justice and the right to non-discrimination of LGBTI human rights defenders in Bolivia, Colombia, Ecuador and Peru.

It was co-designed by HIVOS, PROMSEX (Peru), Colombia Diversa (Colombia), Sendas (Ecuador), Adesproc Libertad (Bolivia) and is supported by the European Union. The Adelante con la Diversidad II project is composed of three outcomes and this competitive fund will directly contribute to Outcome 3 "Voices in favour of HRDs", which consists of the co-creation of communication products, as well as social advocacy tools from a transdisciplinary perspective that includes new narratives, artivism (art committed to HRDs) and transformative journalism, among other resources, for the mobilisation of ideas and imaginaries in favour of the HRDs of LGBTI people.

Within the core activities of the project, financial support to third parties has been defined, by means of this competitive fund for the promotion of artivism. The implementation will be supervised by the national coordinators of the action, in the present case and taking into account that the first call for proposals was declared void, the fund is being reopened for competition.

2. Objectives of the call:

Promote high-impact artistic production in the defence and promotion of the rights of LGBTI people, with particular emphasis on the generation of new narratives on Trans and Intersex people.

3. Expected results or outputs.
In terms of expected results, the aim is for artists and social movements to produce quality, humanised and humanising content that is pro-equality, pro-diversity and pro-rights, and that combats misinformation and anti-rights discourse.

It is also expected to have information products with innovative formats for the promotion of LGTBI human rights in the public agenda, based on human stories of discrimination, violation of rights and resilience, as well as evidence and/or data. In addition to the above, the dissemination of the artivism products will be carried out through the social networks of the project and the implementing organisations at national and regional level.

4. Selection criteria
a. Types of eligible activities at Andean regional level:
- Artistic productions in any form (music, plastic art, intervention, theatre, cinema, etc.) aimed at:
- Promote social change and the fight against discrimination of the LGBTI population, particularly trans and intersex people in terms of security and non-discrimination.
- To highlight the security challenges experienced by LGBTI human rights defenders and their organisations and possible actions to advance their inclusion and protection.
b. Types of eligible entities:
- Independent artists,
- Artistic collectives,
- Civil society organisations that have had experience in artivism
- Community groups, regardless of whether they are legally constituted or not.
- Alliances between LGBTI organisations and individuals or groups will be particularly valued.
artistic. An individual, group or organisation may submit more than one proposal, but will only be eligible for one support.

c. Eligible proposals
Proposals must comply with the following requirements:
- Submit a project proposal, including justification, objective, description of activities, methodology, timeline, expected results, budget/financial proposal and dissemination or socialisation strategy (5 pages maximum).
- Proposals that are committed to innovative formats, e.g. combining art and technology, will be considered.
- Key criteria to be considered are innovation, quality, relevance to the central theme of the action, cost-effectiveness, and relevance of the proposed outputs and budget.
- Productions, in any of the arts, must be oriented towards promoting social change and the fight against discrimination of the LGBTI population.
- The works may be local, national or regional in character given the nature of the project.
- They must be carried out from a human rights perspective.
- It will be valued that the proposal includes elements of socialisation of the products (summary, photos, videos and other elements that can be socialised and distributed through social networks).
- The work or cultural product resulting from the process and its by-products will be the property of the project and will recognise the copyright.
- Creative commons.
- New initiatives or initiatives that are well advanced in their development may be submitted.

In addition, depending on the type of proposal, they will be considered as appropriate:
SPECIFIC CRITERIA FOR ARTIVIST PROPOSALS
- Cultural groups may or may not be composed of LGBTI people, but must show a clear commitment to equality and diversity through previous work and projects.
- Productions in any of the arts should be geared towards promoting social change and the fight against discrimination of the LGBTI population.
- They must be carried out from a human rights perspective.
- It will be valued that the artistic groups have carried out previous research work to understand the needs and demands of the LGBTI population and that these are reflected in their productions.
- artistic and cultural activities.
- Particular value will be placed on partnerships with LGBTI organisations.

5. Funding and allocation
- A maximum of €7,000 will fund an artivism action in Colombia by 2022.
- The funds will be disbursed to the winning proposal in Colombian pesos at an exchange rate defined by the national organisation in charge of the fund.
- Funding will be awarded according to the eligibility criteria defined and specified in these terms of reference, by a regional evaluation committee and successful proposals will be contacted and announced via email.
a. Justification of expenses and their reporting transparency

The winning proposal will sign a contract with COLOMBIA DIVERSA as executing organisation of the project in Colombia, the contracts entail minimum execution guidelines that must be strictly followed during the production of artivimos. As part of the accountability policies of the different organisations linked to this fund, the following documentation will be requested as a minimum from the selected persons or organisations
for the justification of expenditure on the fund:
- List of expenses detailing: invoice number, details of the expense, voucher number and amount in local currency. This statement must be submitted in its entirety to the project executing organisation in each country.
- Supporting documents such as scanned copy of the corresponding legal invoices and/or receipt (and signed contract if applicable), proof of payment (transfer or cheque).
- Final activity report that will serve as proof of the product or service: it requires details of the activities carried out with the funds and may include, but is not limited to, photographs, videos, list of participants, agendas and the final product offered.
6. Evaluation of proposals and announcement
- A national proposal evaluation committee will be formed to review the applications and, in strict compliance with the established criteria, will define which ones will be supported.
- This ensures objectivity, representativeness and maximum impact in the use of allocated resources.
- Proposals will be contacted and publicly announced on Wednesday 13 September 2022 directly with the winning proposals via email.
- The transfer of funds will be made as agreed between COLOMBIA DIVERSA and the winning person or organisation.
- A period of 2 months will be allowed for the implementation of the initiative and the submission of supporting documents and reports.
- The successful bidder will sign a cooperation agreement specifying the commitments and responsibilities of the parties, including clear penalties if deadlines are not met, the destination of resources and how the funds are to be delivered to the corresponding organisation.
7. Important considerations
- The deadline for submission of proposals is Friday 9 September 2022 at 11:00 am.

- The proposal must indicate precisely the reference contact name, e-mail address,
mobile phone number, city and country.
- Any application submitted after the deadline will be automatically rejected. Applicants are therefore strongly advised not to wait until the last day to submit their complete applications, as an exceptional overload of the lines or a failure of the internet connection (power cuts, etc.) may cause difficulties in the submission. The contracting authority will not assume any responsibility for delays due to such contingencies.
