1. Position. Strategic Planning Consultancy
2. Description. The contractor will develop a theoretical-practical training for four (4) civil society organisations - local LGBTIQ+ CSOs to be designated in Chocó, Nariño, Putumayo, Cauca and Valle del Cauca, Cauca and Valle del Cauca that includes the implementation of strategic planning in each of the local CSOs consistent with the aspects reviewed with the ICO applied and that includes a plan to strengthen CSOs for participation and advocacy in municipal and departmental bodies for the enforceability of the rights of the LGBTIQ+ population in accordance with each of the territories, for each of the organisations. In this sense, this consultancy implies availability to travel to the departments of Chocó, Nariño, Putumayo, Cauca and Valle del Cauca.
3. Functions. The main functions include the following:
a. Work Plan. The person shall submit a work plan for the execution of the contract which shall be approved by the person designated to supervise the contract.
b. Development of the training. The person will be responsible for developing the training to each of the CSOs (4) to be designated in Chocó, Nariño, Putumayo, Cauca and Valle del Cauca between the months of November and December 2022.
c. Submit training reports. One report for each of the organisations (4) should be submitted on the development of the training.
d. Identification of needs and interests of CSOs. The reports submitted should indicate the needs and interests of the organisations according to the strategic planning tool developed, and include the strengthening plan elaborated from there.
e. Travel to the regions. For the training, the person must travel to the departments of Chocó, Nariño, Putumayo, Cauca and Valle del Cauca, according to the domicile of the designated civil society organisations.
f. Make recommendations. Include in the reports recommendations for each of the organisations and general recommendations for Colombia Diversa according to the experience.
g. Internal meetings. Participate in meetings established by the coordination/supervision of the contract.
h. Use of forms and submission of evidence. The person shall use the formats designated for training attendance and submit the evidence provided for this purpose.
i. Reports, accounts receivable and other aspects. Prepare the contract execution reports and fill in the respective documentation requested by donors in support of the contract.
4. Type of contract. Contract for the Provision of Services, which is governed by the Legislation, rates and taxes of the Republic of Colombia. The contract will be signed for the delivery of 1 product: training report, which shall include separately the information of each of the 4 CSOs that are designated for the regions of Chocó, Nariño, Putumayo, Cauca and Valle del Cauca, as well as the strategy developed in response to the issues addressed in the ICO, which includes the plan for strengthening CSOs for participation and advocacy in municipal and departmental instances for the enforceability of the rights of the LGBTIQ+ population according to each of the territories, by each of the organizations.
The person is obliged to submit one (1) final report, which includes, independently, the results of the theoretical-practical training on strategic planning for each of the local civil society organisations (4), reports that must be accompanied by the social security form and the corresponding collection account for each payment.
The contract has no exclusivity clause associated with it, but in consideration of the travel to the regions for the contracted services, it is expected that the person will have a full-time dedication (100%) with a duration of one and a half (1 ½) months including the time for the presentation of the report.
5. Value. The Contract will have a value of 10,000,000.
6. Dedication. Month and a half (1 ½).
7. Requirements. To be eligible for the position, the person must meet and prove the following requirements:
a) Studies.
a. Undergraduate: Professional in social sciences or related fields.
b. Other studies: Accreditation of knowledge in strategic planning, project cycle and organisational strengthening with social organisations.
c. Other studies related to gender, sexual and reproductive rights, gender perspective, public policies, human rights are positively valued.
b) General experience. At least 5 years of experience in training processes, strategic planning, project cycle and organisational strengthening with social organisations.
c) Specific Experience I. Experience in the design and implementation of strategic plans with civil society organisations. Experience working in the departments of Chocó, Nariño, Putumayo, Cauca and Valle del Cauca and working with LGBTIQ+ organisations will be positively valued.
d) Languages: Minimum requirements: Spanish C1.
e) Knowledge: The person is expected to have knowledge in:
i. Organisational management tools.
ii. Project development.
iii. Organisational and leadership strengthening.

8.1 Receipt of Applications. Applications will be received until midnight on 21 October 2022.
8.2 Evaluation. The Evaluation Committee will pre-qualify the CVs, establishing those that meet the minimum requirements. Subsequently, it will proceed to evaluate and assign a score to them based on the following criteria:
(a) Experience (12 points).
b) Academic qualifications (including postgraduate studies and languages) (4 points).
(c) Previous experience in organisational strengthening and strategic planning (4 points)
(d) Affirmative characteristics (2 points)
From this evaluation, the Committee will select the 3 resumes with the highest scores for interview.
8.3 Interviews. Each interview will last approximately 20 minutes. The Committee will allocate a score of up to 20 points for the interview. The following aspects will be assessed:
(a) Knowledge related to the position (5 points)
b) Solutions to day-to-day problems of the position to be filled (5 points)
c) Characteristics of previous experience and studies (5 points).
(d) Any other aspects on which the Committee decides to inquire (5 points).
8.4 Deliberation and Selection. The Committee will compare resumes and interviews and proceed to select the person for the position.
8.5 Acceptance. The Administrative Area of Colombia Diversa will be contacted to request additional documents and prepare the contract.
