Position Information

  1. Position. Legal Professional to support the Technical Secretariat of the LGBTI+ Litigants Network of the Americas.
  2. Description. The Technical Secretariat is coordinated by a person and integrated by a team that acts in a professional capacity providing technical, logistical and informative support to the Network and its different instances; and executing Network activities. The Technical Secretariat is the main contact between the people who make up the Network and its different bodies.

For the purposes of this call for applications, natural persons interested in this position are invited to apply for the following duties:.

  1. Functions: The Legal Professional will report directly to the coordination of the Technical Secretariat of the Network and, within the framework of the project, to Colombia Diversa. The main functions include the following:
  • A. Project Reporting. Develop project activity reports. All of the above to be presented to third parties as well as to the Network's Board of Directors for approval. The above in accordance with the schedules set by the Coordination of the Technical Secretariat and the schedules of each project and / or the requirements raised by Colombia Diversa.
  • B. Litigation and Advocacy Actions. Support the execution and coordination of international legal and political litigation and advocacy actions from the Network of LGBT Litigators of the Americas, including:
  1. The elaboration of thematic reports on LGBT rights, as well as the drafting of amicus curiae before national and international judicial bodies and the coordination/supervision of the same when contracted through the legal action fund;
  2. Make requests and respond to requests from IACHR/Court IACHR Rapporteurs, UN Treaty Committees, among other bodies of the ISHR and the United Nations.

iii. Maintain an annual calendar of activities, terms and advocacy opportunities.

  1. Support training and education for activists, human rights defenders, litigants, justice operators and others.
  • C. Support and monitoring of the Network's communications. Support the internal communications work of the Litigation Network, sending monthly emails on progress to members, as well as providing ideas for the development of content for social networks and website. Similarly, support is expected in uploading content to the Network's Intranet.
  • D. Coordination and logistical support and promotion of the Network. Support the functioning of the Network's spaces and bodies. This includes activities such as convening the General Assembly, the sessions of the Committees and the Board of Directors, as well as responding to requests and/or requirements of members of the Network.
  • E. Support in matters related to the Project. He/she is also expected to provide general support to the project activities, as required by the Technical Secretariat of the Network and/or Colombia Diversa.
  • Others that may arise in the development of the activities of the Network of LGBTI+ Litigators of the Americas and designated by the Technical Secretariat.
  1. Type of contract. Contract for the provision of services, which is governed by the legislation, rates and taxes of the Republic of Colombia. The contract will be signed initially until March 2025 and may be renewed depending on performance and availability of resources.

The person is obliged to submit a monthly activity report, social security form and corresponding collection account for each payment.

The contract has no exclusivity clause associated with it, but in consideration of the focus of the duties, the person is expected to have a full-time dedication (100%) for the execution of the requested tasks.

  1. Value. The Contract will have a value of approximately 5.500.000 Colombian Pesos (COP) per month.[1]. In the case of persons resident outside Colombia, please note that the net value of the contract may vary at the time of negotiation with the international bank and will fluctuate according to exchange rates, as well as withholdings and taxes.
  2. Requirements. To be eligible for the position, the person must meet and prove the following requirements:
  3. a) Undergraduate Degree in Law / Bachelor's Degree in Law. Postgraduate studies in International Law, Human Rights or related fields will be considered.
  4. b) General experience. 3 years' experience in law.
  5. c) Specific Experience I. 3 years of experience in international litigation support work and international advocacy related to LGBTIQ+ people, women, and sexual and reproductive rights.
  6. d) Languages: Minimum requirements: Spanish C1 and English B1. It will be positively valued: French and/or Portuguese.
  7. e) Knowledge: The person is expected to have knowledge in:
  • Rights, agendas and situation of LGBTI+ people in Latin America and the Caribbean.
  • Advocacy and litigation before UN mechanisms
  • Advocacy and litigation before the IACHR and the IACHR Court

Place of Residence: It is not necessary for the person to reside in Colombia.

Applications from LGBTI+ people, from an intersectional perspective, residing in Latin America will be positively considered.

c) Professional card, authorisation, licence or equivalent document that allows you to practise law and litigate in your country of origin. If you do not have it, please justify it.

7.1 Receipt of Applications. Applications will be received between Friday 15 November 2024 and 27 November 2024 11:59pm (Colombia time).

7.2 Evaluation. The Evaluation Committee will pre-qualify the resumes, establishing those that meet the minimum requirements. Subsequently, it will proceed to evaluate and assign a score to the CVs based on the following criteria

a) Experience (10 points).

b) Academic training (including postgraduate studies and languages) (5 points).

c)Previous experience in LGBTI and/or HRD or Sexual and Reproductive Rights organisations (5 points)

From this evaluation, the Committee will select the 5 resumes with the highest scores to carry out a written assessment and a subsequent interview.

7.3 Interviews. Interviews will be conducted. Each interview will last approximately 25 minutes. The Committee will assign a score of up to 20 points for the interview. The following aspects will be evaluated:

a)Knowledge related to the position (5 points)

b) Solutions to day-to-day problems of the position to be filled (5 points)

c) Characteristics of previous experience and studies (5 points).

d) Any other aspects on which the Committee decides to inquire (5 points).

7.4 Deliberation and Selection. The Committee will compare resumes, written evaluations and interviews, and proceed to select the person for the position of Legal Professional.

7.5 Acceptance. The Administrative Area of Colombia Diversa will be contacted to request additional documents and prepare the contract. The contract will start on 13 January 2025.

  1. Inabilities for contracting. Natural persons whose family circle includes an employee or contractor up to the second degree of consanguinity, affinity or civil relationship, who is currently linked to the organisation, will be ineligible to contract goods and services with Colombia Diversa. In the case of legal persons, the same restriction will apply in relation to their board of directors or management.

Those who have a connection with any of the Latin American and Caribbean States, as well as the members of the Network, are ineligible to contract with the Litigation Network of the Americas, since the Technical Secretariat is an independent body of the Network and therefore also independent of its members.

When the inability arises during the selection process, it shall be understood that the tenderer waives its participation in the process and the rights arising therefrom.

[1] Clarifications on the monthly value of the contract.

(a) Variation in value. The value may vary according to the exchange rate between Colombian pesos and dollars on the day the payment is negotiated each month. It may also vary due to the rates generated between Colombian pesos and the currency of the bank account where the payment will be received. Colombia Diversa will not assume positive or negative differences caused by exchange rates.

(b) Taxes and Withholding Taxes. Likewise, please note that according to the Colombian Legislation the values may be encumbered by fees, taxes or additional obligations. Withholding taxes for payments abroad to foreigners are twenty percent (20%) or as established by the Colombian Legislation in force. In case of being a resident in Colombia, you must pay social security and submit payroll with each collection account of the contract.

(c) Bank Fees for International Transfers. Colombia Diversa will not assume the costs for international transfers and they will be charged to the monthly amount.
