Position. ICO Consultancy
Description. The contractor will use the Organisational Capacities Index - ICO index methodology to diagnose the state of four (4) local LGBTIQ+ civil society organisations - CSOs to be designated in Chocó, Nariño, Putumayo, Cauca and Valle del Cauca. Measurement to be carried out in 3 phases: initial, middle and final. In this sense, this consultancy implies availability to travel to the departments of Chocó, Nariño, Putumayo, Cauca and Valle del Cauca.
Functions. The main functions include the following:
- Work plan. The person shall submit a work plan for the execution of the contract which shall be approved by the person designated to supervise the contract.
- Presentation of the ICO methodology. The person must hold a training meeting on the ICO methodology for the team designated by Colombia Diversa, which will include the presentation of the work plan.
- Application of ICO methodology. The person will be in charge of applying the ICO measurement with four (4) civil society organisations to be designated in Chocó, Nariño, Putumayo, Cauca and Valle del Cauca, in 3 phases; initial (September - October 2022), middle (April - May 2023) and final (November - December 2023).
- Submit ICO measurement reports. Reports should be submitted for each of the organisations (4) on the results of the implementation of the ICO in each of the phases: initial, middle and final. Reports that include the comparative results of each of the phases per organisation and practical recommendations for the improvement of organisational capacities focused on the defence of the rights of LGBTIQ+ people.
- Identification of needs and interests of CSOs. In your reporting you should indicate the needs and interests of the organisations with which the measurement was carried out, as well as an analysis of the results of each application aimed at strengthening CSOs.
- Travel to the regions. For the application of the ICO, the person must travel to the departments of Chocó, Nariño, Putumayo, Cauca and Valle del Cauca, according to the domicile of the designated civil society organisations.
- Make recommendations. Include in the reports practical and concrete recommendations for each of the organisations and general recommendations for Colombia Diversa according to the results of the ICO applications and the analysis of the results, aimed at: 1. the defence of the rights of LGBT people, access to justice, 2. the continuity of the relationship with the organisations for the strengthening of their capacities.
- Internal meetings. Participate in the meetings established by the contract coordination.
- Use of forms and submission of evidence. The person should make use of the formats designated for attendance at the implementation phases of the ICO and present the evidence established for this purpose.
- Reports, accounts receivable and other aspects. Prepare contract execution reports and fill in the respective documentation requested by donors in support of the contract.
Type of contract. Contract for the Provision of Services, which is governed by the Legislation, rates and taxes of the Republic of Colombia. The contract will be signed for the delivery of 3 products: initial report, mid report, final report, to be applied to the 4 CSOs designated for the regions of Chocó, Nariño, Putumayo, Cauca and Valle del Cauca.
The person is obliged to submit three (3) reports, one for each phase of the project (start, middle, end) including, independently, the results of the measurement for each of the local civil society organisations (4) with which the ICO methodology will work, reports that must be accompanied by the social security form and the corresponding collection account for each payment.
The contract has no exclusivity clause associated with it, but in consideration of the travel to the regions for the contracted services, it is expected that the person will have a full-time dedication (100%) during the execution of each of the phases, which are considered to have a duration of one and a half (1 ½) months each, including the time for the presentation of the report.
Value. The Contract will have a value of 12'000.000.000 per month.
Dedication. Month and a half (1 ½) in the development of each of the phases (beginning, middle, end).
Requirements. To be eligible for the position, the person must meet and prove the following requirements:
a) Studies.
- Undergraduate: Professional in social sciences.
- Other studies: Accreditation of training in the application of the ICO.
- Other studies related to gender, sexual and reproductive rights, gender perspective, public policies, human rights, etc., are highly valued.
b) General experience. Minimum 5 years of experience in project cycle management and project management methodologies.
capacity assessment and accompaniment of national and regional social organisations.
c) Specific Experience I. experience in the application of the ICO methodology with community-based organisations
civil society. The experience of working in the departments of Chocó, Nariño, Putumayo will be positively valued,
Cauca and Valle del Cauca.
d) Languages: Minimum requirements: Spanish C1.
e) Knowledge: The person is expected to have knowledge in:
- Information analysis.
- Organisational Capabilities Index - OCI.
- Working with civil society organisations in the region.
Applications from LGBTIQ+ people will be positively valued, from an intersectional perspective, especially trans, non-binary or intersex people, as well as those from the Pacific coast of Nariño, Buenaventura, northern Cauca, Chocó and Putumayo.
Selection Process.

Receipt of Applications. Applications will be received until midnight on 29 August 2022.
Evaluation. The Evaluation Committee will pre-qualify the resumes, establishing those that comply with the requirements of the
minimum requirements. It will then proceed to evaluate and assign a score to these with
based on the criteria of:
- Experience (12 points).
- Academic qualifications (including postgraduate studies and languages) (4 points).
- Previous experience in the application of the ICO methodology with organisations (4 points)
From this evaluation, the Committee will select the 3 resumes with the highest scores for interview.
Interviews. Each interview will last approximately 20 minutes. The Committee will assign a score of up to 20 points for the interview. The following aspects will be assessed:
- Knowledge related to the position (5 points)
- Solutions to day-to-day problems of the position to be filled (5 points)
- Characteristics of previous experience and studies (5 points).
- Other aspects on which the Committee decides to inquire (5 points).
Deliberation and Selection. The Committee will compare resumes and interviews and proceed to select the person for the position.
Acceptance. The Administrative Area of Colombia Diversa will be contacted to request additional documents and prepare the contract.
