Consultancy for the audience analysis and design of a Strategic Communications Plan (PECO) 2024 -2026.

Description: Colombia Diversa is an organisation that has been working to defend the rights of LGBTIQ+ people since 2004. Since then it has led various strategic litigation and advocacy initiatives to build a precedent of jurisprudence that guarantees the rights of LGBTIQ+ people.

Since its beginnings, it has had a transversal communications area at the service of the different areas of the organisation. Specifically, as part of a process of institutional strengthening, the organisation has decided to focus its efforts on a process to deepen the analysis and segmentation of its audiences, and build a Strategic Communications Plan (PECO) to guide the objectives of the area for the next three years, articulated with its Organisational Strategic Planning. In this sense, the contracting of a natural or legal person is required to develop the co-creation of a strategic communications plan 2024-2026 with the Colombia Diversa team, taking into account the technical guidelines of this document. This consultancy will be under the supervision of the Communications Coordination and the Executive Directorate of Colombia Diversa.

 

Activities: 

  • Develop a work plan of the consultancy activities with timetable and responsible persons.
  • Evaluate and analyse current communication practices and objectives within the organisation, taking into account the inputs presented by the Communications Coordination and the evaluation of Colombia Diversa's Strategic Planning 2021 - 2026.
  • Design and implement a process for the analysis and segmentation of Colombia Diversa's audiences, including the participation of beneficiaries and the organisation's team.
  • Elaborate a document that accounts for the process of analysis and definition of the segmentation of Colombia Diversa's audiences, including at least the following items:

 

  1. Methodological framework.
  2. Mechanisms and/or tools for audience analysis implemented (focus groups, interviews, surveys, etc.)
  3. Analysis of information and data collected.
  4. Definition of audience segmentation.
  5. Description of the type of strategies, topics/content, channels suggested by audiences.
  • Design and implement a process for the co-creation of Colombia Diversa's Strategic Communications Plan, including, through proposed participatory sessions, beneficiaries and the organisation's team.
  • Develop a document describing the Strategic Communications Plan (SCCP) 2024 - 2026. It should contain at least:
  1. Situation analysis
  2. Communication objectives
  3. (III) Primary, secondary and tertiary audience segmentation.
  4. Articulation with organisational change theory
  5. Strategies and tactics/activities
  6. Key messages and content
  7. Channels, activities and materials (according to defined audiences).
  8. Plan Monitoring and Evaluation Plan, including indicators and targets linked to communication objectives, as well as recommendations for implementation and follow-up.
  • Develop an action plan for the implementation of the PECO in its first year, including a timeline and responsibilities agreed with Colombia Diversa, as well as a projected budget.
  • Within the action plan, the conceptualisation of a communications initiative should be further developed. As a result, a document detailing the following is expected to be produced:
  1. Objectives of the communication initiative
  2.  Barriers
  3. Theory of Change and expected changes
  4.  Strategies and tactics/activities
  5.  Key messages and content
  6.  Channels, activities and materials (according to audiences).
  7.  Work plan with timeline, budget and responsible parties.
  8. Participatory M&E Plan
  • Manage and guide two socialisation spaces with the Colombia Diversa team on the results of the consultancy.
  • Manage two follow-up spaces in the implementation of the communications initiative.

 

Type of contract and term: service contract, starting around 20 October. It will have a maximum execution period of four months.

Value: the Contract will have a value of approximately $60,000,000,000, the form of payment of which will be subject to negotiation at the time of contract.

Location:  The consultancy will take place in Bogotá. It is expected that the socialisation and co-creation spaces will take place in person, in case the bidders are not in Bogota they will have to assume the costs of the transfer.

Requirements: to be eligible for this consultancy you must:
1. Submit a technical proposal of work and timetable including the activities described above.
Summary of profile and experience. The bidder must demonstrate general and specific experience in the structuring, design and successful implementation of communication strategies and plans in social sector organisations, using participatory, evidence-based, Social and/or Behavioural Change Communication (SBCC) approaches.

Selection process: Send to email co***********@*************sa.org your proposal. The call will be open until 9 October 2023 at midnight (Colombia time). The evaluation committee will review the applications and select two or three proposals that will be evaluated according to their relevance. Criteria of experience, academic background and previous experience with communications issues and social organisations will be taken into account. Subsequently, the Committee will choose one proposal and the decision will be informed to all participants. Finally, the Administrative Area of Colombia Diversa will contact you to request additional documents, make the offer and prepare the contract.
