- BACKGROUND:
Colombia Diversa is the leading social organisation in the defence of the human rights of LGBT people in the country. Since its creation in 2004, it has sustained different areas of work. In recent years, the organisation has sought to create innovative content on life experiences, human rights, litigation and other narratives related to the LGBT population.
The project Adelante con la Diversidad II: social, political and legal forces for the effective protection of the rights of LGBTI people and their defenders in the Andean Region, which has the general objective of guaranteeing comprehensive security, access to justice and the right to non-discrimination of LGBTI human rights defenders in Bolivia, Colombia, Ecuador and Peru, is currently being developed.
This project was co-designed by HIVOS, PROMSEX (Peru), Colombia Diversa (Colombia), Sendas (Ecuador), ADESPROC LIBERTAD (Bolivia) and is supported by the European Union. Specifically, the project's results seek to stimulate the creation of innovative narratives with a human rights approach that are more effective in curbing anti-rights discourses with the active participation of key non-traditional social actors. In the framework of this project four regional co-creation rooms, which were conceived as a regional body made up of creative, influential and like-minded people with the general purpose of working for human rights in general and those of LGTBI populations in particular. The results of the co-creation rooms and the common thematic axes of this space should be taken into account for the development of this consultancy.
This consultancy seeks to develop a communications strategy for the formation of a public opinion favourable to the human rights of LGBTI people in Colombia in the framework of the day against homophobia. This product seeks to generate a communications campaign with concrete products, achievable in the short term, in relation to strategic issues and actors.
Once this consultancy has been awarded, the consultant team must:
- Hold a consultancy kick-off meeting to define the expectations of the consultancy.
- A second meeting for landing the brief of the campaign proposal that understands the expectations of the coordinating team.
- Campaign handover meeting and training to understand the dissemination strategy.
- SCOPE OF WORK:
- This communications strategy should include actions aimed at generating public opinion favourable to LGBTI rights at the national level (i.e. through media outlets, journalists and opinion-makers with nationwide reach).
- PROFILE AND EXPERIENCE REQUIRED:
- At least 3 years of demonstrable experience in the analysis of social media communication strategies.
- Minimum 3 years of demonstrable experience in developing communication strategies in digital and BTL channels.
- At least 3 years of demonstrable experience in the development of advertising strategies.
- Experience and knowledge of political marketing preferred.
- Analytical ability to work with different social contexts and methodological adaptation.
- Person or team specialised in strategies for the creation of non-traditional information and communication content.
- Experience in non-traditional communication and awareness-raising strategies.
- Preferably knowledge of inbound marketing.
- Knowledge of the rights approach and human rights.
- In case of a consulting team, please include the CVs of all team members and indicate the person who will coordinate the team.
- EXPECTED PRODUCTS:
-Communications campaign proposal document containing the following elements:
-Justification of the proposal: what issues, key messages, strategies and junctures have been useful for the generation of the campaign for public opinion in favour of LGBTI rights.
-Target audience and justification of why the target audience was chosen.
-Content pieces of the campaign, it can be a main video, graphic pieces or a set of products. The Colombia Diversa team is open to listen to the proposals of the consultant team in order to reach a consensus on the best product and/or products to develop for the campaign.
- INTELLECTUAL PROPERTY:
Intellectual property rights and other proprietary rights, including any products or manuals that are produced, prepared or obtained as a result of or in the course of this consultancy belong to Colombia Diversa.
- EXECUTION TIME:
Final delivery of the products shall be no later than 12 May 2022.
- PROPOSAL:
They should include the following:
➢ Portfolio of implemented projects with the corresponding links.
A detailed quotation and proposal, specifying the development time.
➢ Schedule of work.
- METHOD OF PAYMENT:
Initial payment: 50 % of the total value when the work schedule is approved.
Final payment: 50 % upon delivery of the finished products. Each payment will be subject to COLOMBIA DIVERSA's approval of the delivered product. Adjustments may be requested.

- AMOUNT OF THE CONSULTANCY:
The total amount of the consultancy is 3,400 EUROS
(a) Variation of the value. The value may vary according to the exchange rate between Colombian pesos and the foreign currency on the day the payment is negotiated each month. It may also vary due to the rates generated between Colombian pesos and the currency of the bank account where the payment will be received. Colombia Diversa will not assume any positive or negative differences caused by exchange rates.
(b) Funds in Colombia. Some of the funds are monetised in Colombian pesos.
(c) Taxes and Withholding Taxes. Likewise, please note that according to the Colombian Legislation the values may be encumbered by fees, taxes or additional obligations. Withholding taxes for payments abroad to foreigners are twenty percent (20%) or as established by the Colombian Legislation in force. The value of the 20% withholding is not applicable to non-profit organisations (proven in tax documents of their country of origin). If you are a resident in Colombia, you must pay social security and submit tax returns with each collection account of the contract.
(d) Bank Fees for International Transfers. Colombia Diversa will not assume the costs for international transfers and they will be charged to the monthly amount.
