1. Position. Consultancy Characterisation

2. Description. The contractor will carry out the construction of a technical characterisation document on capacity building of civil servants in the municipalities of: Quibdó, Istmina (Chocó), Tumaco (Nariño), Puerto Asis, Orito, Villagarzón (Putumayo), Santander de Quilichao, Caldono, Caloto, Corinto (Cauca), Cali, Buenaventura (Valle del Cauca).
In this sense, this consultancy implies availability to travel to the departments of Chocó, Nariño, Putumayo, Cauca and Valle del Cauca, from February to June 2023.
The consultancy should approach and communicate directly with public servants. Colombia Diversa may provide support, however, this is the responsibility of the consultancy, which should be carried out prior to each trip.
Travel and Transportation. Colombia Diversa will assume the expenses associated with travel (per diems, accommodation and air tickets) in accordance with the institutional per diem tables for this purpose. All other professional expenses for the execution of the contract shall be charged to the value of the consultancy.

3. Functions. The main functions include the following:
a. Work Plan. The person shall submit a work plan for the execution of the contract which shall be approved by the person designated to supervise the contract.
b. Contact and dialogue with public servants. Colombia Diversa and its partner organisations will support the
contact with public servants. However, this is a responsibility that is primarily the responsibility of the
The consultancy, which should be through phone calls, mails, rights of petition or any other means it deems appropriate, to approach the public servants who are the object of the consultancy.
c. Application of characterisation methodology. The consultancy will be in charge of carrying out a visit of
technical assistance to justice operators in the municipalities of:
i. Quibdó, Istmina (Chocó);
ii. Tumaco (Nariño);
iii. Puerto Asis, Orito, Villagarzón (Putumayo);
iv. Santander de Quilichao Caldono, Caloto, Corinto (Cauca);
v. Cali, Buenaventura (Valle del Cauca).
d. Prepare a technical characterisation document on capacity building of civil servants. A document should be presented in which the findings of the visits are reported.
The report also includes a description of the technical and technical training needs, the training needs of officials or operators of institutions linked to access to justice and the opportunities for capacity building for these. Differentiated by municipality and department, highlighting the meeting points.

e. Travel to the municipalities. In order to carry out the characterisation, the person will have to
travel between the municipalities of: Quibdó, Istmina (Chocó), Tumaco (Nariño), Puerto Asis, Orito,
Villagarzón (Putumayo), Santander de Quilichao, Caldono, Caloto, Corinto (Cauca), Cali, Buenaventura (Valle del Cauca).
f. Make recommendations. Include in the reports recommendations for each of the departments and general recommendations for Colombia Diversa according to the results of the ICO applications.
g. Internal meetings. Participate in meetings established by the coordination/supervision of the contract;
h. Use formats and presentation of evidence. The person should make use of the formats provided.
The Commission shall designate the persons responsible for carrying out the technical visits and shall submit the evidence required for this purpose.
i. Reports, accounts receivable and other aspects. Prepare the contract execution reports and fill in the respective documentation requested by donors in support of the contract;
j. Logistical aspects. The consultancy will involve logistical planning of travel, with the support of the
supervision of the contract. In the event of travel, this must be communicated with 5 working days' notice.

4. Type of contract. Contract for the Provision of Services, which is governed by the Legislation, rates and taxes of the Republic of Colombia. The contract will be signed for the delivery of a technical characterisation document on capacity building of public officials in the municipalities of: Quibdó, Istmina (Chocó), Tumaco (Nariño), Puerto Asis, Orito, Villagarzón (Putumayo), Santander de Quilichao, Caldono, Caloto, Corinto (Cauca), Cali, Buenaventura (Valle del Cauca).
The person is obliged to submit reports of his or her travels, including, independently, the activities carried out in relation to each of the municipalities visited. Reports must be submitted within 5 days following the trip to the region.
The contract has no exclusivity clause associated with it, but in consideration of the travel to the regions for the contracted services, it is expected that the person will dedicate approximately 50% of his/her time during the 5 months of the contract, including the time for the presentation of the report.

5. Value. The Contract shall have a value of 12'000.000.000 per month excluding per diems. The value shall be paid as follows:
1. 50% with the signature of the contract and the presentation of the performance policy;
2. 25% with the technical characterisation document;
3. 25% with the approval of the administrative area and the contract supervisor.

Paragraph. Compliance policy. The contract, for its value, must include the issuance of a performance policy in favour of Colombia Diversa, which must be assumed by the consultancy. This policy must cover the five months of the contract and one additional month, for a total of 6 months.

6. Time of execution. Maximum 5 months.

7. Qualifications. To be eligible for the position, the person must meet and prove the following requirements:
a) Studies.
a. Undergraduate: Professional in social sciences.
b. Other studies: Accreditation of training in the use of characterisation tools.
c. Other studies related to gender, sexual and reproductive rights and sexual and reproductive health are
reproductive rights, gender perspective, public policies, human rights.

b) General experience. At least 2 years of experience related to access to justice on the part of
vulnerable communities in local contexts.
c) Specific Experience I. experience in the application of the methodology for the characterisation of
needs of civil servants in public institutions.
Experience working in the departments of Chocó, Nariño, Putumayo, Cauca and Valle del Cauca will be positively valued. And if this experience has included work with LGTBIQ+ population.
d) Languages: Minimum requirements: Spanish C1.
e) Knowledge: The person is expected to have knowledge in:
i. Information analysis.
ii. Social research.
iii. Working with public institutions.

Applications from LGBTIQ+ people will be positively valued, from an intersectional perspective, especially trans, non-binary or intersex people, as well as those from the Pacific coast of Nariño, Buenaventura, northern Cauca, Chocó and Putumayo.

8. Selection Process.

8.1 Receipt of Applications. Applications will be received until 8:00 a.m. on 5 February 2023.
8.2 Evaluation. The Evaluation Committee will pre-qualify the resumes, establishing those that meet the minimum requirements. Subsequently, it will proceed to evaluate and assign a score to them based on the following criteria:
(a) Experience (12 points).
b) Academic qualifications (including postgraduate studies and languages) (4 points).
(c) Previous experience in capacity characterisation with public institutions (4 points)

From this evaluation, the Committee will select the 3 resumes with the highest scores for interview.
8.3 Interviews. Each interview will last approximately 20 minutes. The Committee will assign a
score up to 20 points for the interview. The following aspects will be assessed:
(a) Knowledge related to the position (5 points)
b) Solutions to day-to-day problems of the position to be filled (5 points)
c) Characteristics of previous experience and studies (5 points).
(d) Any other aspects on which the Committee decides to inquire (5 points).
8.4 Deliberation and Selection. The Committee will compare resumes and interviews and proceed to select the person for the position.
8.5 Acceptance. The Administrative Area of Colombia Diversa will be contacted to request additional documents and prepare the contract.
