OBJECTIVE:

 To contract the services of a natural or legal person, with experience and expertise in the design, structuring, organisation and implementation of databases and judgment search engines, to strengthen Colombia Diversa's LGBT+ jurisprudence search engine and amplify its use and reach by the State and civil society.

2. ACTIVITIES AND PRODUCTS:

From the review of the Colombia Diversa's LGBT+ jurisprudence search engine and the judgements outlined therein, the consultant team shall submit:

• Design of a new interface to improve the user experience when using the sentences search engine. The graphic proposal must be in line with Colombia Diversa's graphic line.
• Implement the approved design.
• Structuring and organising the database of LGBT+ judgments of the Colombia Diversa search engine.
• Deliver the sentences currently in the search engine organised according to the proposed design and establish the descriptors for each one.
• Upload and make the proposed design for Colombia Diversa's LGBT+ judgments search engine operational online.
• Establish a format/guideline for the inclusion of new sentences in the search engine.
• Upload judgments from the Colombia Diversa search engine to the Litigation Network Intranet.

The aforementioned activities will be verified and their technical guidelines supervised and developed by the Colombia Diversa team delegated for this purpose.

3. REQUIREMENTS:

The natural or legal persons carrying out the consultancy must meet the following requirements:

• Experience in database design and organisation.
• Experience in drafting legal tools and/or analysing judgments.
• Present a proposal to improve the database and its elements in order to improve the accessibility and scope of the search engine.

The consultant team or consultant person is suggested to have professionals in law, design and engineering or related fields.

4. EXECUTION TIME AND PAYMENTS

Duration: The contract is to be executed between 15 November and 31 December 2021.

Payment Schedule:

• Initial payment33% of the value with the signature of the contract/order and with a work schedule.
• Second payment. 33% of value with the delivery of the design of the new interface to improve the user experience when using the judgement search engine and the modelling of the structure and organisation of the database of LGBT+ judgements of the Colombia Diversa search engine.
• Final payment: 34% of the value 15 January 2022 with delivery of the online search engine operational with all judgements searchable and having submitted a collection account (and corresponding documents) by 10 December 2021 at the latest.

Each payment shall be subject to the approval of DIVERSE COLOMBIA of the delivered product. Adjustments may be requested.

Paragraph. Likewise, a performance policy will be requested for the completion of the contract, which will be the responsibility of the consultant team.

5. VALUE:

 The consultancy will be worth approximately nineteen million to twenty-one million (19'000,000 to 21'000,000).

The contract is NOT exempt from the application of fees, withholding and taxes, which depend on the tax regime of the consultant.

Deadline: Applications will only be accepted until 11 November 2021.

Once the proposals have been received, the selection process will be initiated by an Evaluation Committee within Colombia Diversa.

7. INTELLECTUAL PROPERTY.

DIVERSE COLOMBIA owns the intellectual property of the work and results produced. The products of the consultancy may not be used without written authorisation. It is forbidden to reproduce, publish, discuss or disclose in public or with third parties, by any verbal, audio-visual and/or written means, any material from the provision of its services. In case of publication, the respective credits shall be mentioned.

The documents produced will, in principle, be for the exclusive use of Colombia Diversa and will not be shared with the public.

8. CONFIDENTIALITY:

The information that becomes known about the case, the family, or the DIVERSE COLOMBIA in the framework of this process shall be confidential and may not be disclosed to third parties, unless there is an express and written authorisation by COLOMBIA DIVERSA.
