Call for papers: Report on the implementation of the Peace Agreement for LGBT people

1. OBJECTIVE

Hire the services of an individual or team to produce a comprehensive report on the state of implementation of the measures that the Peace Agreement earmarked for LGBT people. This person will be in charge of reconstructing the history of LGBT participation in the peace negotiations, analysing how Colombia Diversa has monitored the fulfilment of the agreement and designing a methodology to collect updated (and quality) information on the level of implementation of the measures for LGBT people, as well as to turn it into a specialised report that will be attractive to the public.

ACTIVITIES AND PRODUCTS

● A large table showing each of the measures that were assessed for the report, their implementation status and the sources of information that support them.

A final publishable report on the status of implementation of the measures that the Final Peace Agreement earmarked for LGBT people, which should include at a minimum:

- A First Chapter or Introduction that reconstructs, in a striking way and through research with primary and secondary sources, the history of LGBT people's participation in the peace negotiations and in the rewriting of the final agreement.

- A narrative and analytical part on the implementation of gender measures for LGBT people in each of the points of the agreement, as well as preliminary conclusions on the findings per point.

- A graphic proposal to communicate in a simple but comprehensive way the status of implementation of the measures for LGBT people in each of the points of the agreement and the overall balance.

- Most relevant conclusions or findings from the report on LGBT peacebuilding.

- A set of structural recommendations addressed to the State to effectively implement the measures of the peace agreement targeting the LGBT population.

- An executive summary of the Report

The aforementioned activities will be verified by Colombia Diversa's Peace and Transitional Justice team.

REQUIREMENTS

The person or team applying for this call must:

● Demonstrate at least 3 years of peacebuilding experience.
● Demonstrate knowledge of intersectional feminism and/or LGBT perspectives on peacebuilding.
● Demonstrate at least 2 years of experience in institutions and/or mechanisms responsible for the fulfilment of rights of vulnerable populations in transitional settings.
● Demonstrate at least 3 years of experience in qualitative and quantitative research.

3. EXECUTION TIME AND PAYMENTS

Duration. The contract must be executed within four months of its signature.
Payment schedule.
● One-off payment: 100% at the end of the contract.

Payment shall be subject to COLOMBIA DIVERSA's approval of the delivered product. Adjustments to the products may be requested up to one month after the stipulated final delivery.

4. VALUE

The consultancy will have a value of fourteen million two hundred and fifty three thousand 14'253.000 according to the winning proposal and quotation. These proposals must consider the cost of taxes or duties for their work.
The contract is NOT exempt from the application of fees, withholdings and taxes, which depend on the tax regime of the consultant. In the case of natural persons, the corresponding social security payments will be requested.

5. INTELLECTUAL PROPERTY

Intellectual property rights and other proprietary rights, including any products or manuals generated, prepared or obtained in the framework of this consultancy belong to Colombia Diversa.
The products of the consultancy may not be used without written permission. It is forbidden to reproduce, publish, discuss or disclose in public or with third parties, by any verbal, audio-visual and/or written means, any material from the provision of its services. In case of publication, the respective credits shall be mentioned. The documents produced are intended to be shared with the general public.

6. CONFIDENTIALITY

The information that becomes known within the framework of this consultancy and that is not published will be confidential and may not be disclosed to third parties, unless there is an express written authorisation from COLOMBIA DIVERSA.

Deadline. Applications will be received until midnight on 6 April 2022. Once the stage of receiving proposals has been completed, the selection process will be initiated by an Evaluation Committee within Colombia Diversa and the results will be notified.
