Call for consultancy "understanding social media strategies and LGBT people". I. OBJECT: Colombia Diversa, Dejusticia and Sentiido are calling for individuals or organisations with expertise in communications analysis and strategy, for a consultancy focused on the analysis of the "gender ideology" strategy and other disinformation efforts in social networks based on three specific themes:
1) Sex education in schools;
2) Religious Freedom and Gender.
3) LGBT rights.
II. ACTIVITIES:
Analyse three campaign strategies against LGBT rights on social media. The strategies will be defined by the organisations taking into account the concept of the contractor.
Propose communications strategies for civil society organisations to counter such disinformation and fear campaigns. Including guidelines and recommendations for the development of an effective publicity campaign.
Present the results of the analysis in a DataLab/Workshop or in the space indicated by the three organisations and deliver a final document.
Hold a training session for activists and civil society organisations on effective communication strategies in the DataLab.
Clarification: Data Lab expenses (related to logistics, venue, food, travel, or other) will NOT be borne by the contractor. Please do NOT quote them in the proposal.
III. PRODUCTS:
The consultancy will have the following outputs:
Document analysing strategies against LGBT rights: main actors and accounts, discursive strategies, types of messages, effects, among other elements.
Communication Strategy Proposal Document including: defined graphic lines, key messages, advertising strategies, hashtags, model graphic pieces, recommendations, concept of videos or other tools, recommendations for effective copy/caption - message accompanying the publication -, appropriate timing.
Adjusted and/or supplemented communication strategies document based on the results of a Data Lab.
Training for activists and civil society organisations in communication strategies.
The three organisations (Colombia Diversa, Sentiido and Dejusticia) may establish additional technical guidelines to specify or delimit the scope or expectations and format of the products, without altering the stated purpose.
IV.REQUIREMENTS:
At least 3 years of demonstrable experience in the analysis of social media communication strategies.
At least 3 years of demonstrable experience in the development of communication strategies in social networks.
At least 3 years of demonstrable experience in the development of advertising strategies.
Knowledge of human rights, preferably on sexual and gender diversity issues.
Experience in developing online training workshops
V. IMPLEMENTATION TIME: 9 months (The Data Lab will be conducted once pandemic restrictions are lifted, ideally in April 2021).
VI.PAYMENTS:
40% project start (end of July 2020)
40% against delivery of:
Anti-rights strategy analysis document, reviewed and approved by the three organisations (second half of 2020: tentative date - October 2020).
Strategy document reviewed and approved by the three organisations (second half of 2020 - October 2020).
20% Participation in the Data Lab and document adjusted, revised and approved by the three organisations (April 2021).

7.1: Documents.

Experience: Demonstrable experience in the fields requested (Portfolio). Certifications or contracts proving experience may be requested.

7.2 Deadline: Proposals may be submitted until 11:59pm on 20 July 2020.
7.3 Selection Process: An evaluation and selection process will be carried out by a committee of the three organisations. Among other criteria, experience, quality and economic value of the proposal will be evaluated.
Proposals submitted without the required documents may be automatically rejected if they are not supplemented within 48 hours following a request for correction sent by e-mail.
Interviews may take place, if deemed necessary, with the pre-selected natural or legal persons.
VIII. ADDITIONAL INFORMATION:
In the event of being selected, you will be required to take out a performance and good management of the advance payment policy. Remember that this project is not tax exempt and withholding taxes will be applied.
