Tuesday 13 April. In the framework of the Project "Adding Rights: Strengthening the Network of LGBT Litigators of the Americas". financed by Arcus Foundation and operated by Colombia Diversethe Litigation Network LGBT of the Americas presents the following terms of reference for those who may be interested in applying for the position of the Technical Secretariat of the Network.
Position Information
- Position.Technical Secretariat of the LGBT Litigators Network of the Americas.
- Description. The Technical Secretariat is made up of a person who acts in a professional and individual capacity, providing technical, logistical and informative support to the Network and its different bodies, and executing Network activities. The Technical Secretariat is the main contact between the people who make up the Network and its different bodies.
For the purposes of this call for proposals, the following is being called for one person for this position. Without prejudice to the possibility that other members may be called for this position in the future.
- Functions of the Technical Secretariat.The Technical Secretariat will report directly to the Board of Directors and the General Assembly, and within the framework of the project, to Colombia Diversa. The main functions of the Technical Secretariat include the following:
- A. Project Reports. Develop narrative implementation reports, as well as monthly activity reports and project reports. All of the above to be presented to third parties as well as the Network's Board of Directors for approval. The above in accordance with the timelines set by the Board of Directors and the timelines of each project and/or the requirements of Colombia Diversa.
- B. Litigation and Advocacy Actions. Lead, execute and coordinate international legal and political advocacy and litigation actions from the LGBT Litigators Network of the Americas including:
- i. Prioritise the cases that the Network will support according to the guidelines set by the Network;
- ii. The elaboration of thematic reports on LGBT rights, as well as the drafting of amicus curiae before national and international judicial bodies and the coordination/supervision of the same when contracted through the legal action fund;
- iii. Make requests and respond to requests from IACHR/UN Rapporteurs, UN Committees, among other bodies of the ISHR and the United Nations.
- iv. Maintain an annual calendar of activities, terms and advocacy opportunities.
- v. Conduct training and education for activists, human rights defenders, litigants, justice operators and others.
- Technical advice to the Network on litigation and advocacy.
- vii. Participate in advocacy spaces and/or support actions in these spaces.
- viii. For some of these actions, the Technical Secretariat may consider using the legal action fund to establish consultancies and advisory services.
- C. Articulation of the Network. Coordinate and articulate members of the Network for the joint presentation of actions.
- D. Monitoring and Operation. Follow up on the operation and implementation of Litigation Network Projects according to the timelines set by the Board of Directors or project schedules.
- E. Support and monitoring of Network Communications. Support the internal communication work of the Litigation Network, sending monthly emails on progress to members, as well as providing ideas for the development of content for networks. Support is also expected in uploading content to the Network's Intranet.
- F. Coordination and logistical support and promotion of the Network. Support the functioning of the Network's spaces and bodies. This includes activities such as convening the General Assembly, participating in the sessions of the Committees and the Board of Directors, as well as responding to requests and/or requirements of members of the Network.
- G. Support in matters related to the Project. The Technical Secretariat is also expected to provide general support to the project activities, as well as to the requirements of Colombia Diversa as project operator.
4. Type of Recruitment. Contract for the Provision of Services, which is governed by the Legislation, rates and taxes of the Republic of Colombia. The contract will be signed until December 2021 and may be renewed for an additional year, depending on performance.
5. Value. The Contract will be worth approximately USD 2,300 per month.[1]. They will be paid in Colombian pesos for nationals, in the case of foreigners, the same may vary at the time of negotiation with the international bank and will fluctuate according to exchange rates, as well as the corresponding withholdings.
6. Dedication. A minimum of half-time dedication (approximately 24 hours per week) is expected.
7. Requirements.To be eligible for the position of Technical Secretariat, the person must meet and prove the following requirements:
- a) Undergraduate degree in Law / Bachelor's degree in Law. Postgraduate studies in International Law, Human Rights or related fields will be considered.
- b)General Experience. 5 years' experience in law.
- c)Specific Experience I. 3 years of experience in international litigation e international impact related to LGBTIQ+ people, women and/or sexual and reproductive rights.
- d)Specific Experience II. 2 years of experience related to project coordination.
- e)Languages: Minimum requirements: Spanish C1 and English C1. It will be positively valued: French B2 and Portuguese B2.
- f)Knowledge: The person is expected to have knowledge of:
- Rights, agendas and situation of LGBTI+ people in Latin America.
- Advocacy and litigation before UN Treaty Committees (especially CEDAW, ESCR Committee and HR Committee).
- Advocacy before the IACHR and litigation before the IACHR Court
- Advocacy at the Human Rights Council.
- g)Place of Residence. It is not necessary for the person to reside in Colombia.
Applications from LGBTI+ people from an intersectional perspective who reside in Latin America will be positively considered.

- d)Professional card or licence or equivalent document allowing you to practise law and litigate in your country of origin. If you do not have it, please justify it.
8.1 Receipt of Applications. Applications will be received between Tuesday 13 April 2021 and Friday 30 April 2021.
8.2 Evaluation. The Evaluation Committee will pre-qualify the resumes, establishing those that meet the minimum requirements. Subsequently, it will proceed to evaluate and assign a score to the CVs based on the following criteria
- a) Experience (12 points).
- b) Academic qualifications (including postgraduate studies and languages) (4 points).
- c)Previous experience in LGBTI and/or HRD or Sexual and Reproductive Rights organisations (4 points)
From this evaluation, the Committee will select the 5 resumes with the highest scores for interview.
8.3 Interviews. Interviews will take place on 4 and 5 May 2021. Each interview will last approximately 20 minutes. The Committee will assign a score of up to 20 points for the interview. The following aspects will be evaluated:
- a)Knowledge related to the position (5 points)
- b) Solutions to day-to-day problems of the position to be filled (5 points)
- c) Characteristics of previous experience and studies (5 points).
- d) Any other aspects on which the Committee decides to inquire (5 points).
8.4 Deliberation and Selection. On 30 April, the Committee will compare the CVs and interviews and proceed to select the person for the position of Technical Secretariat.
8.5 Acceptance. On 30 April 2021, the Administrative Area of Colombia Diversa will be contacted to request additional documents and prepare the contract. The contract will start the first week of May 2021.
[1] Clarifications on the monthly value of the contract.
(a) Change in value. The value may vary depending on the exchange rate between Colombian pesos and dollars on the day the payment is negotiated each month. It may also vary according to the rates generated between Colombian pesos and the currency of the bank account where the payment will be received. Colombia Diversa will not assume positive or negative differences caused by exchange rates.
(b) Funds in Colombia. The funds for the first year of this position are already monetised in Colombian pesos for the first contract period.
(c) Taxes and Withholding Taxes. Likewise, please note that according to Colombian legislation, the values may be subject to additional taxes, duties or obligations. Withholdings at source for payments abroad to foreigners are of twenty percent (20%) or as established by the Colombian Legislation in force. In case of being a resident in Colombia, you must pay social security and submit payroll with each collection account of the contract.
(d) Bank Fees for International Transfers. Colombia Diversa will not assume the costs for international transfers and they will be charged to the monthly amount.
